We are currently seeking a Medicaid EVV Technical Analyst to join our team in Oklahoma City, Oklahoma (US-OK), United States (US).

The Lead Technical Analyst (Senior Tech Analyst) will be responsible for providing specialized technical leadership, knowledge, and expertise of methods, processes, and tools for an Electronic Visit and Verification (EVV) IT project. The Technical Lead will work directly with the NTT DATA team and the client's staff to assist with the EVV (Electronic Visit and Verification) solution project throughout the Design, Development, and Implementation (DDI), Operational Readiness, and Maintenance and Operations activities. This includes but is not limited to participation in definition, design, testing, training, piloting, and implementation of the new EVV solution.

The Technical Lead will work to ensure that the client technical needs are met by assessing system functionality and ensuring it meets client requirements throughout the project, from Design through implementation.

The Technical Lead will be responsible for analyzing and evaluating the new system from a technical perspective and will assist in User Acceptance Testing, defect identification and remediation. In addition, the candidate will work directly with the contracted vendors, business users and the client to provide recommendations to the project team on project issues, risks, and observations.

Job Responsibilities Include:
*Lead the identification and assessment of automation opportunities across various business functions.
*Work collaboratively with the client and NTT DATA team, leveraging technical analyst skills and expertise to improve the operational efficiency of the team and increase the quality of the system.
*Evaluate requirements and design solutions, considering the pros and cons, as well as software limitations.
*Design and specify integration between the MES solution and process equipment, collaborating with system architects.
*Help ensure that the business drives the solution, rather than the technology.
*Assist the teams in understanding how the business need is impacted by the technical solution and vice versa.
*Customize or develop new configurations in the MES solution to continuously improve technical processes.
*Provide support for MES operations, ensuring maximum uptime for the MES application by working with stakeholders and teams.
*Conduct root cause analysis on chronic and sporadic issues to ensure reliability of the MES application.
*Create and maintain technical support documents, instructional guidelines, process flow diagrams, and training materials for business users.
*Lead the full software development lifecycle (SDLC), from requirement gathering, system design, implementation, and testing to deployment and maintenance.
*Conduct comprehensive user experience research to guide product design decisions.
*Ensure robust system architecture for back-end services that support scalable, efficient, and secure applications.
*Produce detailed documentation for system design, development processes, and maintenance procedures to ensure knowledge transfer and system longevity.
*Participate in identifying impacts to business processes created by the proposed system and recommend technical and/or business modifications.
*Participate in requirements definition and design, business workflow development, design, and improvement, and system integration and User Acceptance test case script development and execution, as needed.
*Participate in implementation planning and operational readiness activities.
*Develop, review, and update client deliverables.
*Assist internal team members through completion of assignments. Mentor and guide internal team members regarding the technical aspects of the system.
*Verify and assess vendor compliance with project level requirements.
*Assist the Project manager with updates to status reports and suggest areas for team process improvements.
*Develop, review, and assess NTT DATA project documents/deliverables for quality, completeness, compliance, and effectiveness.
*Review all technical deliverables and work products from vendors for quality, completeness, compliance, and effectiveness.
*Attend project and status meetings as assigned.
*Ensure that all project identified processes and methodologies are executed and followed, as applicable.


Required Qualifications:
*Minimum 8 years of total progressive work experience
*Minimum 5 years' experience with large government, IT Projects in the State Health and Human Services Industry
*Minimum 3 year experience as a technical analyst

Preferred Skills:
*Experience with software development lifecycle methodologies and processes.
*Medicaid Technical Analyst with Medicaid Enterprise Systems implementations experience.
*Prior consulting experience.
*Ability to present to and work effectively with external business customers.
*Experience with JIRA.
*Experience and ability to create material and deliver training.
*Experience with federal certification requirements, especially for EVV implementations.
*Understanding of user interface and usability of application.
Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $89,000 to $144,900. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
