Overview
This position oversees the planning, establishment, execution, and evaluation of the University's fire safety program; serves as the University's representative with state and local regulators; and provides day-to-day technical/professional guidance and leadership to the University community on a wide range of fire safety issues. The position reports to the Executive Director of Public Safety. This classification trains, guides, and directs subordinate employees.


Responsibilities
  • Implement and coordinate all aspects of IFC Fire Code enforcement on main USU campus, satellite campuses, and research facilities.
  • Attend design and construction meetings for new construction.
  • Perform plan reviews for new construction and remodel projects, including fire sprinkler, smoke removal systems, fire department access, water flow requirements, and exit and egress code requirements.
  • Perform construction inspections for new construction and remodel projects, up to and including the final inspections and acceptance tests for fire alarm and sprinkler systems and emergency back-up generators.
  • Issues fire clearances for certificates of occupancy.
  • Respond to fire alarms and other campus emergencies; assume control of the scene until the Fire Department arrives. Provide information as part of the Incident Command structure.
  • Train, guide, and direct Deputy Fire Marshals.
  • Oversee the inspection, testing, and maintenance of the fire alarm systems campus-wide.
  • Maintain required certifications for FEMA, Fire Code Inspectors, Fire Plan Examiners, and Building Code Plans.
  • Serve on various USU campus safety committees as needed.
  • Perform miscellaneous job-related duties as assigned.


Qualifications
Minimum Qualifications
  • Four years of experience in fire prevention or a related field OR an associate degree and 2 years of related experience OR a bachelors degree in a related field is required.
  • Job offer is contingent upon the successful completion of a background check.

Preferred Qualifications
  • Professional experience in fire prevention and inspection program administration, including budget development, plan check review, fire code adoption, fire code interpretation, fire code enforcement, hazardous material storage, managing and supervising the activities of all professional and administrative support staff.
  • Licensed Professional Engineer, Registered Architect, NFPA, ICC Certified Fire Marshal or Certified NICET Fire Protection System Level II or equivalent.
  • International Code Council (ICC) Fire Inspector I & 2 or equivalent
  • International Code Council (ICC) Fire Plans Examiner
  • International Code Council (ICC) Building Plans Examiner
  • IAAI Arson Investigator
  • Appropriate FEMA certifications

Knowledge, Skills, and Abilities
  • Ability to gather data, compile information, and prepare reports.
  • Skilled in developing fire safety procedures, inspection practices, and protocols.
  • Knowledge and understanding of fire safety and prevention principles, practices, standards, and resources.
  • Knowledge and understanding of local, state, and federal fire/safety regulation and codes.
  • Ability to react calmly and effectively in emergency situations.
  • Ability to develop, plan, and implement short- and long-term goals.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Basic computer skills.
  • Ability to train, guide, and direct employees, including organizing, prioritizing, and scheduling work assignments.
  • Ability to foster a cooperative work environment.
  • Valid motor vehicle operators license.
  • Exceptional written and verbal communication skills
